More than a century ago, the Kharkov City Council, taking into account the opinion of citizens, solicited the Emperor to confer the title of “Honorary citizen of Kharkov”. This tradition existed till 1914. During this period the title was conferred to a number of eminent personalities.

Starting from 1914 this title wasn’t being awarded in Kharkov. However with account for world and national practice, historical traditions, with the aim of rendering honours to citizens who have contributed greatly to the development of our city, to confirmation of its status in the world, and in honour of their social activity, in 1999 the tradition was re-established and the practice of conferring the “Honorary citizen of Kharkov” title was renewed.
