Special features of admission and training of foreigners and persons without citizenship at the National University of Pharmacy
Admission of foreigners and persons without citizenship to study at the National University of Pharmacy (NUPh) is realized according to the next normative legal acts: Law of Ukraine “On higher education” of 01.07.2014, № 1556-VII; Law of Ukraine “On legal status of foreigners and persons without citizenship” of 19.06.2014, № 1539-VII; Order of the Ministry of Science and Education of Ukraine № 1541 of 01.11.2013. Some questions on organization of admission and training (internship) of foreigners and persons without citizenship (as revised by the Order the Ministry of Science and Education of Ukraine of 11.12.2015, №1272); Law of Ukraine “On amendments to some legislative acts of Ukraine related to combating illegal migration” of 18.01.2001, №2247-III; Law of Ukraine “On amendments to the Code of Ukraine on administrative crime due to administrative responsibility for violation of residence rules for foreigners and persons without citizenship in Ukraine of 20.11.2003, № 1299-IV”; Decree of the President of Ukraine “On measures related to the escalation of a fight over illegal migration” of 18.01.2001, № 22/2001; Ordinance of the Cabinet of Ministers of Ukraine “On realization of the Decree of the President of Ukraine of 18.01.01, № 114 of 28.03.2001; Order of the Ministry of Education and Science of Ukraine “On measures related to combating illegal migration” from 30.03.2001, № 164; Resolution of the Cabinet of Ministers “On the Procedure of confirmation of sufficient financial support of foreigners and stateless persons for entry to Ukraine, stay in the territory of Ukraine, transit through the territory of Ukraine and travel abroad and determination of the volume of such support” of 04.12.2013, № 884; Letter of the Ministry of Education and Science of Ukraine “On the terms of entry for foreigners to study under the language program” of 11.12.2013, № 1/9-872; Order of the Ministry of Education and Science of 11.12.2015, № 1272 “On introduction of amendments to the Order of the Ministry of Education and Science of Ukraine of 01.11.2013, №1541”; Order of the Ministry of Education and Science of Ukraine №622 of 06.06.2016 “On approval of changes to the Order of the Ministry of Education and Science of Ukraine of 15.10.2015, №1085”.

Foreigners that receive state scholarships under international agreements, national

Programs and other international obligations of Ukraine are enrolled based on assignment of the Ministry of Education of Ukraine within the limits of student recruitment quotas.

Entering the NUPh, foreign Ukrainians that received study assignment from Ukrainian national and cultural societies have the same fights for education, as citizens of Ukraine, excluding cases that were set by the Constitution of Ukraine, laws of Ukraine or international agreements consent to be bound of which was given by the Verkhovna Rada of Ukraine.

Foreigners and persons without citizenship can get higher education at the expense of physical and legal entities, except as otherwise provided under international agreements of Ukraine, consent to be bound of which is given by the Verkhovna Rada of Ukraine, by legislation or agreements between higher education institutions on international academic mobility.

Foreigners that received complete general secondary education at foreign schools with learning of Ukrainian, and foreign Ukrainians with status confirmed by the card of foreign Ukrainian are enrolled to the NUPh within the limits of admission quotas based on an interview inn subjects provided by these Rules, based recommendations of foreign diplomatic establishments of Ukraine and Ukrainian national cultural societies (if any).

Foreigners enter the NUPh under the proper accredited educational programs twice a year, before and after the beginning of the academic semesters:

from 1 January 2017 to 1 March 2017 inclusive;

from 1 July to 1 November 2017 inclusive and from 2 November to 1 March 2018 inclusive.

Admission to the NUPh is based on admission orders. Admission orders are issued by the rector of the university on the basis of decision of the Admissions Committee and are formed by the Unified State Electronic Database on Education.

Admission of foreigners to the educational program of preparatory faculties (departments) is carried in presence of complete general secondary education received outside Ukraine.

The NUPh conducts the admission of foreign citizens for training in accordance with the License:

– training of foreign citizens for admission to higher education institutions (pre-university training);

– higher education under Bachelor’s and Master’s degree programs.

Admission of foreign citizens for training is carried out based on:

– international agreements of Ukraine;

– national programs;

– agreements concluded by the NUPh with legal and physical entities.

 

In order to enter the NUPh, foreign citizen personally submits paper application to the Admissions Committee. Candidate for admission encloses to the application the following documents:

1) document (original and its notary certified copy) on previous educational (educational-qualification) level;

2) supplement (original and its notary certified copy) to the document on previous educational (educational-qualification) level;

3) academic certificate issued by foreign / Ukrainian educational institution (in the case of transfer or renewal for training, starting from the second course);

4) original and copy of document with information about the content of educational program of the previous degree (level) of higher education, received credits, duration of training and academic progress in academic disciplines for admission to the Master’s degree program or postgraduate degree program;

5) copy of the passport document of foreigner or the document which certifies a person without citizenship;

6) medical insurance policy;

7) application form of a standard pattern;

8) training completion certificate issued by preparatory faculty (pre-university training) – for training in Ukrainian or Russian language.

9) copy of birth certificate;

10) medical certificate of HIV-infection test negative result, except as otherwise provided under international agreements of Ukraine;

11) health certificate certified by official healthcare agency of foreigner’s country of citizenship, and issued not later than two months prior to departure for training to Ukraine;

12) 10 photos 30×40 mm;

13) copy of certificate of foreign Ukrainian (if any).

Documents 1-5 of the abovementioned in list must be translated into Ukrainian language with notary certification of translation.

Documents 1-4 of the abovementioned in list must be certified in accordance with legislation of the issuing country and legalized by appropriate body of Ukraine abroad.

The NUPh calculates marks/credits of an applicant on the basis of a document on the previously obtained educational level according to the “Bavarian formula”. In order to enter the NUPh, foreign applicants must have average mark in general subjects from 1.0 to 4.0.

Foreign citizens participate in the competition based on the interview results and they are enrolled to the NUPh according to the signed contract.

Foreign citizens with complete secondary education are admitted to the Bachelor’s and the Master’s degree program in the field of knowledge 22 “Health Care”.

Admission for the educational programs “Pharmacy”, “Clinical Pharmacy”, “Technology of Drugs”, “Technologies of Perfumery and Cosmetics” in specialty 226 “Pharmacy” is carried out based on the results of an interview in Russian (Ukrainian) language and Biology (for training in Russian or Ukrainian language) and English language and Chemistry (for training in English).

Admission for the educational program “Laboratory Diagnostics” in specialty 224 “Technology of Medical Diagnostics and Treatment” is based on the results of an interview in Russian (Ukrainian) language and Biology (for training in Russian or Ukrainian language) and English Language and Biology (for training in English).

Foreign citizens with complete secondary education are admitted to the Bachelor’s degree program of the educational program “Economics of Enterprise” in specialty 051 “Economics”, field of knowledge 05 “Social and Behavioral Sciences”. Admission is based on the results of an interview in Russian (Ukrainian) language and Mathematics;

Foreign citizens with complete secondary education are admitted to the Bachelor’s degree program of the educational program “Biotechnology” in specialty 162 “Biotechnologies and Bioengineering” field of knowledge 16 “Chemical Biotechnologies and Bioengineering “. Admission is based on the results of an interview in Russian (Ukrainian) language and Biology;

Foreign citizens with educational and qualification level of Junior Specialist in “Pharmacy” specialty are enrolled to the “Pharmacy” educational program, specialty 226 “Pharmacy”, based on the results of an interview in Russian (Ukrainian) language and Chemistry.

Foreign citizens with basic or complete higher education in “Pharmacy” specialty (those with educational and qualification level of Bachelor and Specialist) are enrolled to educational programs of “Pharmacy”, “Clinical Pharmacy”, “Technologies of Perfumery and Cosmetics” in specialty “Pharmacy” based on the results of an interview in Pharmaceutical Chemistry and Pharmacology.

Foreign citizens with basic or complete higher education in specialties “Biology”, “Pharmacy” and “Medicine” are enrolled to the educational program “Laboratory Diagnostics” in specialty 224 “Technology of Medical Diagnostics and Treatment” based on the results of an interview in Biological Chemistry and Microbiology.

Foreign citizens with basic or complete higher education in specialties of any field of knowledge are admitted to training in the field of knowledge 07 “Management and Administration” in specialty 073 “Management”, educational program “Quality, Standardization and Certification”, based on the results of an interview in subjects of this specialty.

Training of foreign students is based on educational plans and programs developed and approved by the NUPh for the Faculty for Foreign Citizens’ Education or based on individual plans and programs if it is stipulated by certain agreements or contract.

Submission of documents in order to obtain residence permit of a foreign citizen in Ukraine who entered the NUPh for educational purposes is conducted by the Main Department of Immigration and Citizenship Service of Ukraine in Kharkiv region based on a written application of the educational institution which enrolled a foreign citizen or received appropriate assignment from Ministry of Education and Science of Ukraine.

Application to the Main Department of Immigration and Citizenship Service of Ukraine in Kharkiv region is submitted:

– for the citizens of visa countries – not later than 15 days before the date of visa expiry (period of  visa validity – 45 days);

– for the citizens of visa-free countries – not later than 75 days from the date of crossing of the boarder of Ukraine.
